TERMS OF REFERENCE FOR CONTRACTUAL SERVICES - SPFS PHASE I

Community Development

Introduction of On-Farm Water Management (OFWM) technologies and practices will involve the cooperation of farmers and the formation of water user groups. As part of the process, the programme will provide essential services to support community development and OFWM improvements.

A local Non-Governmental Organization (NGO) will be identified which will provide the following services:

  • assign suitable staff to be attached as full members to the SPFS team for programme implementation;
  • participate in technical training and obtain the necessary technical knowledge to implement the OFWM technologies and practices;
  • carry out a series of field visits to project sites to assist farmers in the formation of water user groups, and in the introduction and adaptation of the technologies to local conditions;
  • assist project staff in the organization and presentation of training sessions;
  • assist farmers in obtaining relevant credit for agricultural supplies and irrigation equipment;
  • assist in the further expansion of the Water Control Component of the SPFS by introducing successful OFWM technologies to other rural development programmes;
  • advise on constraints and draw up proposals to make the programme more efficient,
  • prepare relevant reports and proposals.

Further details and conditions for the contractual arrangements will be worked out by the National Team during the Participatory Rural Appraisal surveys.
