As part of its Capacity Development Programme, SWALIM conducted a training on Drought Monitoring from June 23 to July 4, 2024, in Garoowe, Puntland. SWALIM acknowledges that both theoretical and practical knowledge on drought monitoring, analysis, and forecasting enhance the capabilities of Federal and State line ministries and departments in managing drought-related challenges. By utilizing a well-designed drought early warning system, institutions and individuals can take anticipatory actions to prevent drought from causing potential harm. This training is part of a broader strategy to improve disaster preparedness and resilience against adverse climate effects. The training brought together participants from the Information Management Centre (IMC) and various Puntland State line ministries, emphasizing a collaborative approach to learning and application. This aligns with the World Meteorological Organization’s (WMO) call for concerted efforts to achieve Multi-Hazard Early Warning for All. The ministries represented included the Ministry of Environment and Climate Change, Ministry of Agriculture and Irrigation, Puntland Water Development Agency, Ministry of Energy, Mineral and Water, Ministry of Planning and International Cooperation, Ministry of Livestock and Animal Husbandry, and the Humanitarian and Disaster Management Agency. Participants received comprehensive theoretical and practical training on the Precipitation Drought Index (PDI), Temperature Drought Index (TDI), and their integration into the Combined Drought Index (CDI). The sessions covered a wide range of topics, from data handling in Google Earth Engine to advanced drought forecasting techniques. The final day featured a session titled 'Analysis of Drought Data: Creating Comprehensive Drought Monitoring Reports and Visualizations,' which aimed to guide participants in compiling detailed and actionable publishing-quality drought assessment reports. This session concluded with a practical demonstration by participants on the use of the CDI for analyzing and forecasting drought conditions over Garowe District as a case study, with the expectation to scale this up to other districts in Puntland. The closing session was honored by both the Director of the IMC and the Director General of the Ministry of Planning and International Cooperation. The guests were briefed on the training content and outcomes, followed by an inspiring address on the importance of applying the newly acquired analytical skills in day-to-day operations. Impressed by the training's success, the IMC Director instructed a select team of participants to collaborate with the facilitators in compiling a report on past and forecasted drought conditions over Puntland. There is a commitment to publish this report within one to two months, leveraging the expert knowledge gained to inform and enhance drought management strategies.
