The purpose of this document is to provide a context analysis to support contigency planning required to deal with a humanitarian emergency preparedness precipitated by flooding on the Juba and Shabelle rivers in Somalia. The document is prepared by the Somalia Water and Land Information Management (SWALIM) on behalf of the Flood working Group (FWG) whose mandate is to reduce suffering caused by flood through effective early warning.

This book is a literal milestone on Africaandrsquos information society trajectory. It measures the long distance between performance and potential of the continentandrsquos media in regard to bridging the digital divide.
